I have a small photo (taken on film) of me when I was about 10 years old, holding my niece as a baby. Is it possible to create a good quality enlargement from such a small image?

If the quality is quite good, there is no reason why not. But it does depend on what size enlargement you are thinking of.
You could copy it with your DSLR and print from that. Or scan it and run it through On One Genuine Fractals software.

the genuine fractals software is good, but if you only have limited use for it it's probably not worth buying. I have a copy, when you do get your photo, I'd be happy to run it through the software for you and send it back.

I have done this before by scanning the original in as high a res as possible and then enlarging. Did a pretty good trick.
I am certain you have already looked for it but if you happen to have the original negative though that would be a dream result. I have had people ask me in the past to improve a poor quality image because the paper it was printed on got worn only to discover they had the original negative the whole time, so worth a mention.

I big thank you to all who have helped.
I now have a kind offer from Dan j Pope to do the enlargement for me.
The photo is of me as a child, holding my (now late) niece as a baby. It is gift for my great niece, who lost her mother when she was 20 Months - she is now almost 18.
